Storage / linen closet rods + shelves: no higher than 48" AFF

HUD FHA Design Manual Ch 5 §Storage rod height (multiple sections)

Description

Closet rods, shelves, and other storage in covered dwelling units should be mounted no more than 48" above the floor where they're intended for frequent use. Storage that isn't reached daily (top shelves, attic storage) may be higher, but at least one rod / shelf per closet should be within the reach range.

Why this exists

Hand-eye accessibility for hanging clothes and reaching toiletries dictates a 48" upper limit for daily-use storage. Adjustable closet systems (e.g. ELFA) let users tune the rod height to their preferred reach, which a fixed single 60" rod can't do.
